It appears that a couple of pedestrian railings were salvaged from a scrapped span in order to block off the bridge. They're pretty serious about keeping people off of this bridge - which appears to just be a challenge to the local ne'er do wells.

Manufacturer's Plaque
I can find very little about the Dubuque Boat & Iron Works, at least, as far as building bridges goes. The company was a prolific boat builder between 1851 and 1972. It started out as the Iowa Iron Works in 1851 and was reincorporated as the Dubuque Boat & Boiler Works in 1905. It built, in 1901, the Sprague. The Sprague was the largest stern-wheeler tow boat in the world and set a record for tonnage in 1907. If anyone knows anything about the bridge building part of the DB&BW, we'd sure like to know about it. Perhaps this bridge is the only surviving example of a bridge built by the Dubuque Boat & Boiler Works.
