The bridge's bascule span is described as a Scherzer rolling lift bascule, and the bridge is listed in a 1916 Scherzer Rolling Lift Bridge company catalog indicating that the bascule span was either designed by the Scherzer Rolling Lift Bridge company or a rights to the patent was authorized. The design story behind this bridge is a bit unusual. The nomination states that the Owego Bridge Company (wrongly spelled "Oswego" in the nomination) was planning to design and build the bridge but following a dispute they were dismissed and the design plans were adapted by Boller, Hodge and Baird and the bridge was built by Edwards Construction Company.
The National Register Nomination states that in 1995 the concrete arch approach spans were replaced with modern replicas matching the original arches. If this statement is accurate they are among the finest replicas of historic concrete bridges ever seen, as the concrete arches retain the wooden plank impressions in the concrete which is typically only found in historical concrete. If the statement in the nomination is accurate the new concrete must have been poured with special timber-shaped formliners.
