This is a small (under 20 foot span length) concrete arch bridge. Its solid, heavy concrete railings with a capped design to them seems typical of the type of thing Allegheny County Public Works would have designed, and is reminiscent of the county-designed stone arch bridges from earlier years. The concrete railings have been coated with something like shotcrete/gunnite. Otherwise, the bridge appears unaltered. The spandrel and railing walls are inset and have a bush hammered appearance giving the bridge architectural detail.
