Sometimes a bascule bridge gets "stuck" and will not lift. This problem often occurs during hot weather which causes the bridge's metal to expand too much. Here, fire trucks and boats are hosing the bridge down with cold water in an attempt to get the metal to contract so the bridge can lift.
